Evaluation of Medicaid Accountable Care Organizations Operations and Care Management Strategies

The Rutgers Center for State Health Policy conducts policy analysis, research, training, facilitation, and consultation on health policy in New Jersey. 

This project supports an in-depth qualitative evaluation of the operations and care management strategies pursued by the three certified Accountable Care Organizations (ACOs) participating in the New Jersey Medicaid ACO Demonstration Project (Camden Coalition of Healthcare Providers, Healthy Greater Newark ACO, and Trenton Health Team) and two similar community healthcare coalitions in Paterson and New Brunswick that were not certified and are called Medicaid ACO look-alikes. Through interviews with leadership at the five ACOs/look-alikes and observations of care teams, the evaluation aims to describe the mechanisms through which they attempt to reduce costs and improve care of their high-cost, high-need patients. It also aims to identify challenges the ACOs/look-alikes encountered and their plans for addressing these challenges. Findings from this evaluation can help the coalitions assess their ongoing progress and adjust their operations as needed to improve care and reduce cost.
