New Jersey Policy Perspective is an organization that drives policy change to advance economic justice and prosperity for all New Jerseyans through evidence-based, independent research, analysis, and advocacy.

This project aims to build a convincing financial and economic case to encourage New Jersey lawmakers to adopt and fund a tiered reimbursement system for early childhood care and education programs. In such a system, the subsidy rates that the government pays service providers are directly tied to their quality rating, so the higher the quality, the higher the level of government support.

To build this case, the project includes an analysis exploring the potential benefits of improving the quality of programs and describing why a tiered reimbursement system is needed. The project also identifies current funding streams for early childhood education and care programs.
