Seton Hall University School of Law is New Jersey’s only private law school. The Law School’s mission emphasizes social justice, advocacy, scholarship, and direct legal services to secure equality, civil rights, and legal protection for individuals and communities in need.

This project represents the third stage of technical assistance and consultation to help the New Jersey Department of Health (DOH) and the Department of Human Services (DHS) remove licensing, reimbursement, and other regulatory barriers that limit the integration of behavioral health and physical healthcare services. In the first stage, Seton Hall analyzed these barriers and wrote a report called Integration of Behavioral and Physical Healthcare: Licensing and Reimbursement Barriers and Opportunities in New Jersey. The report, which was released on March 31, 2016, included recommendations to facilitate integration. In the second stage, the Law School performed analytic work to develop administrative frameworks for the state to use in adjusting and interpreting its regulatory requirements. The Law School also facilitated public discussions to ensure that the interests of all stakeholders are considered as New Jersey moves forward with behavioral health integration, and drafted guidance documents to help the state adjust its regulatory and administrative frameworks.

This third stage of the project supports the Law School’s continued technical assistance and consultation to DOH and DHS. The Law School is helping DOH and DHS complete and implement projects to support integration in the outpatient setting and structure various licensing regulations. It also is helping DHS implement Medicaid reforms to support integration.
